【受賞理由】
ストラスブールは日本の多くの都市と同様に車社会であったが、この30年でトラムの整備や道路交通施策を中心として環境先進都市となり、日本のみならず世界中から視察が絶えない都市となった。本書ではこのストラスブールのまちづくりを紹介している。
著者は30年 におよぶフランス滞在中に、数多くの日本からの視察者を受け入れ、通訳として活動していた。そうした中で著者に蓄積され体系化された情報をもとに、各種の 報告書や歴代の市長や行政マンへのインタビューなどの綿密な調査を実施し、さらにまちの歴史や市民意識、財政、政治、文化、技術、経済など、まちづくりに とって重要ではあるが視察に訪れただけでは理解し得ない情報を、実体験を踏まえて盛り込み、ストラスブールの成功の軌跡を総合的に書き記している。
土木計画学を社会に活かし都市を魅力的なものにしていく経緯は、まちづくりの専門家に将来への展望を与えるものであると同時に、まちづくりが総合的な取り組みであることを示唆している。

Introduction of a book “L’Urbanisme de Strasbourg” Strasbourg’s city planning Strasbourg is a French local city like a holly place for city planners. This provincial town of 500.000 habitants which once suffered from air pollution and traffic jam has succeeded in changing its image in 30 years into a leading environmental city. The city used to have an image of being a cold, and a dark village in Alsace, although the EU parliament and other many European institutions are located here. Now it enjoys a bright, cultural, and ecological brand image and its population is growing with its employment. How the city governance and its people achieve this impressive performance? A public transportation system has been introduced into its town centre since 1994 and Strasbourg put in practice city planning which allow everybody to have an easy access to the common and commercial areas and job place. Many specialists from all over the world including Japan also visit Strasbourg in order to understand the secrets of its success. 本書に推薦の言葉を寄せている京都大学名誉教授・青山吉隆氏の言葉を借りれば、「ストラスブールはまちづくりの聖地のような都市である」。そのストラスブールのトラムを活かしたまちづくりに最も詳しい日本人による著作が、本書である。著者の藤井さんは、長年欧州で通訳・ビジネスコンサルタントとして活躍されている方だが、多数の日本からの視察の受入を担当する中で、交通政策への関心を深めていったという。ストラスブールの交通政策に関する専門的な研究報告の類は勿論多くなされているが、本書のように生活者としての視点から総合的に語った本は例がなく、特にまちづくりが専門でない人にも読みやすい内容となっている。
本書では、典型的なクルマ依存社会だったストラスブールが、いかに自動車の流れをコントロールする世界最先端の交通政策を採用し、歩行者・自転車・公共交通優先のまちなかを実現するに至ったのかが、関係する市長・専門家・市民の声を織り交ぜながら紹介される。交通政策の背景に一貫して流れる考え方や、「コンセルタシオン」と呼ばれる地域住民との合意形成の手法、トラムを軸にしたコンパクトなまちを実現していく経緯など、日本の現状と比較しながら読むと参考になることが多い。特に、何百回と開かれ、市の責任者が市民と直接議論する「コンセルタシオン」と日本の「○○審議会」「住民説明会」「ワークショップ」を比べれば、我々の「民主主義」がいかにお粗末な模倣品に過ぎないかを痛感させられるに違いない。
まちづくりの大きな要素の一つは、「増えすぎた自動車をどう扱うか」である。この問題への一つの解答を提示している本書は、「まちづくりの入門書」としても最適なものとなっている

Strasbourg a été autrefois une ville envahie de véhicules, comme c’est le cas actuel pour beaucoup de villes japonaises. Grâce à l’introduction du moyen du transport publique ainsi que sa politique globale durant ces derniers 30 ans, Strasbourg a réussi à devenir une ville innovante qui respecte l’environnement. Strasbourg est devenue une métropole que les visiteurs du non seulement du Japon, et du monde entier, ne cessent de découvrir.
Ce livre présente comment Strasbourg a réussi son urbanisme.
L’auteur a accompagné, en tant qu’interprète, de nombreuses délégations des chercheurs japonais pendant les trente ans de son séjour en France. A partir des informations obtenues à travers ces expériences, ces contacts et ses recherches personnelles, l’auteur a réalisé une étude détaillée et bien structurée des rapports de la municipalité de Strasbourg.
Elle a également conduit de nombreuses interviews avec les maires successifs de la ville, les employés chargés du projet de transport. De plus, l’auteur a réussi de retracer les étapes de l’évolution réussie de l’urbanisme de Strasbourg d’une façon globale. On y trouve, en plus de ses expériences vécues comme citoyenne de la ville, les informations qu’un simple visiteur n’aurait pas pu saisir :sur l’histoire de la ville, le processus de concertation publique et l’approbation majoritaire pour le plan de la ville, le montage financier, politique, culturel, technologique.
L’auteur raconte comment le plan de génie civil a pu contribuer à rendre la ville plus attrayante et le processus expliqué dans ce livre donnera de nouvelles perceptives aux architectes urbains sur la possible dimension sociale dans leurs rôles.
Comme l’auteur indique que : « construire une ville nécessite une approche globale ».
Quant aux citoyens dont l’intérêt pour l’urbanisme est élevé, ce livre leur donne le message de l’importance du plan de génie civil essentiel pour concevoir un centre-ville attractive tout en changeant notre mode de mobilité et en sortir d’une société trop dépendante de l’usage de voiture.
Ce sont ces raisons pour lesquelles « JSCE » apprécie hautement cet ouvrage et lui accorde le prix culturel 2012 de l’édition de la « Japanese Society of Civil Engineers ».
